M.C. Dean’s Engineering and Construction business unit is currently seeking a Deputy Project Leader to lead Urban Infrastructure and Transportation System projects ranging from $2M to $20M+. Projects include traffic signal construction, maintenance, and optimization; Intelligent Transportation Systems, and highway and transit systems. In this role, you will be managing the entire spectrum of a project lifecycle and involved in project initiation through project close out. Also you will be a key player during bidding phase and through implementation phase.

The Deputy Project Leader/Manager will be responsible for:

  • Performing the administration, organization, and implementation of small electrical construction projects or parts of a larger more complex project.

  • Managing one or more phases, as required, of a project lifecycle, including proposal, design, solutioning, installation, and close.

  • Assisting with the preparation of project documentation, including project requirements, manpower requirements, project layout, project schedules, detailed equipment plans and field office support.

  • Coordinating and assisting with or leading a project kick-off meeting.

  • Developing a Work Breakdown Structure for the project with properly named work packages and resources assigned to tasks (resource loaded) to establish a baseline resource plan.

  • Assisting with the scheduling of resources on the project to maintain the baseline project schedule.

  • Creating baseline vs actual reporting of resources, as required.

  • Providing and executing site surveys, site cost studies, projected costs, forecasts, cost codes and progress reports, as required.

  • Assisting with the collection of progress data of both self-perform and contractor perform work.

  • Observing and measuring project scope and performance against the project plan to ensure that the project is within acceptable variances of cost, budget, schedule and scope.

  • Being involved in the development and maintenance of project artifacts, including shop drawings that are required to ensure effective short-term and long-term staffing success for the project.

  • Assisting with the acquisition of major materials, and monitoring tool and equipment requirements with project leadership and the warehouse, as required.

  • Assisting with the acquisition of required permits and licenses for projects and ensuring inspections are handled correctly and in a timely manner.

  • Estimating, scheduling, or conferring with estimators, engineers, schedulers, and other resources that are assigned to the project to identify matters, such as work procedures, complaints, and construction problems.

  • Reviewing the project schedule with the General Contractor and/or Customer, if requested by project leadership.

  • Managing the integration of data from multiple company systems and helping to analyze the data to draw insights on project progress.

  • Assuring timely completion of project punch-list items, the submittal of accurate as-built drawings, operation and maintenance manuals, and the completion of training materials.

  • Identifying opportunities for cost-saving measures, quality improvements and best practices.

  • Ensuring safety regulations are adhered to and issues identified.

  • Maintaining a positive, assertive relationship with project leadership to achieve project milestones and overall project success.

Required Qualifications:

  • Bachelor’s Degree in Electrical Engineering, Mechanical Engineering, Industrial Engineering, Computer Science, Computer Engineering, Math or Physics preferably from an ABET accredited program.

  • 5-7 years of experience in electrical construction experience

  • Working knowledge of a project management / project scheduling system (MS Project or Primavera P6)

  • Ability to create project schedules and scheduling of resources (work items and tasks by hours)

  • Ability to estimate project work and prepare Customer proposals

  • Understanding of critical path analysis of project and resource data to identify potential project issues

  • Ability to discuss project and resource schedules, costs, and budgets with project leadership

  • Working knowledge of procurement processes, including evaluating suppliers and purchasing technical goods and services

  • Ability to create technical documentation, including design documents and reference libraries

  • Strong communications and presentation skills

  • Team building and team leadership skills

  • Experience with the following tools:

  • MS Project or Primavera P6

  • Power BI

  • MS Project Server

  • MS Office (Word, Excel, PowerPoint)

  • MS Outlook Mail

  • AutoCAD

  • Engineering Document Management System (EDMS)

  • Microsoft Visio

  • SharePoint

  • Accubid, ProPricer, or other estimating tools

Preferred Qualifications:

  • Working knowledge of finance systems as it relates to project budgets and cost codes.

  • Understanding of earned value analysis as it relates to project management.

  • Proficiency in the use of automated cost/schedule management systems.
